Image sharing websites don't work for me all of sudden.

my image sharing websites act weird.

Imgur says that it is impossile to  uploud images.

Flickr says that my internet provider restricted something somehow

Some of my images dissapear.

Here is what imgur says

Unless they block your regional provider.

Can you access from a phone or another browser?

Cannot access via a different browser.

And i have a different account on my phone by an accident.

I had this problem a while ago with Imgur, they blocked all uploads from email accounts originating from my host. The reason they (Imgur) cited was because too many people would create garbage accounts using that host and do major photo dumps... a violation of their TOS. This is not uncommon. In your case, it's possible that the region you're in (country), the IP range could be blocked because these services have experienced too many problems from users originating there. It's the same thing, only a far broader brush.

Strange.

Never thought that something like this can happen in Moscow.

See if you can contact these services via email, and ask them about the problem you're having. You could also ask other people you know in your city, if they use the same services, if they're having the same issues... that would tell you if it's just you or everyone.
