Really weird bug

I have been working on some Aero fins and have a really strange bug going on. If I place the fins on the front and the sides of a part they don't work right. If I instead place them into the corners they work exactly right. Anyone seen this before or have a clue what might be causing it?

In this pic where I placed the fins on the front and back only two of the fins are working and the picture doesn't show it but the bounce around.

In this picture I rotated the fins 45 degrees in the VAB and they work perfectly.

Just figured out its not only my grid fins doing it. The ones from KRE are as well. It seems to be directly related to the way the wing is set up. When I first exported I didn't set the orientation right so KSP was actually giving me lift on the side of the fins. What's strange is I didn't experience the bug in this configuration.
