It means you're going the same speed and direction when you come out of warp that you were when you went into it. But since planets are moving different directions at different speeds, going from (example) LKO out to Duna could have you end up going very fast relative to your destination, because of the difference in absolute velocity. This is minimized if the planets you're traveling between are in conjunction, but the speed difference is always there.

There is a technique you can use to bleed off the speed you have built up after the warp jump.  It involves warping tangentially around the target.  There is an explanation of it somewhere on the forums.  I tried it and had marginal success.  It is very time consuming.

Absent the use of this technique, you will need an engine for orbital insertion and maneuvering.

This sounds symmetric.  Could you compute the relative velocities of your starting and target bodies, orient your craft to the relative vector, and burn to match it plus/minus your desired orbital velocity, then warp there and pop out of warp in your desired orbit?
