Custom flags?

I have seen many a YouTube video where he/she has there own custom flag.

i do not know if this is a copy and paste thing with the pc only.

if there is anyone who knows how to get custom flags please tell me.

I own the PlayStation 4 version, and there is no way to access the files in order to change the flags. 

I also own the PC version and changing out flags is insanely easy, unfortunately, it’s just not possible on console.
