increasing priority? how to do that?

Turn on the "Advanced Tweakables" setting in the game options.  Once that's turned on, then when you right-click on a fuel tank (or any other part that contains resources), there will be little + and - buttons on it, and it will show a number that indicates the priority.  Clicking + increases the priority, clicking - decreases it.

Fuel tanks with higher priority will be drained before fuel tanks with lower ones.

I also recommend using the fuel overlay that becomes available with the advanced tweakables. This can be hugely helpful - I spent an hour troubleshooting unbalanced fuel drawing in a plane a while back, and once I looked at the fuel overlay, I had it solved in a few minutes. It's one of the less-known options in KSP.

Since other people have given you solutions to the original problem:

I would put the bomb-bay closer to the Center of Mass (CoM) of the plane. Otherwise, it may become unflyable when you drop your payload. Perhaps between two of the shorter tanks instead of on one end of the long tank.

If you don't already know how to turn on the CoM indicator, it's the one next to the cost of the plane on the bottom left of the screen.
