1.4.1 Cant Throttle Change while in Space Center Overhead

I like to visually line up my pa's and ap's but this update doesn't allow throttle changes while in this view.

 

Fresh, no mods. 

 

Reproduce: Get into a position where you can throttle your ship safely while looking through here and find that it will stay consistent to what you left the previous screen,

See that little knob at the centre bottom? Click it, and it will open the navball and you have control.

Nothing to do with updates. It's always been like this.

And you can flip that inane setting in options somewhere. Something like "I like controlling my ship" or "don't hide navball in map mode" or something like that.
