Why April?

They had to pick a date. There is no objective reasoning why its a specific date or not. Lets say they did it until June 2013 then the person who bought it in August would say the same thing. Do you feel that you paid to much or that the DLC is to expensive?

For my part: bought it 8/2013 so I had to pay and even though I complain a lot about the mission builder I'd buy the DLC again this istant without the feeling of regret.

So, end of April 2013 was chosen as the cutoff because that's when they announced it. Nothing more, nothing less.

If they gave me something free I would worry about my organs. They almost let you pay for updates.. good thing KSP cured my from almost any other form of nonkspgaming.

Bethesda gave me Skyrim special edition, which contains all the game’s dlc for free (because I had purchased the old version of the game and all its dlc originally).  They didnt have to; was pleasantly surprised.  

They also offered the HiResolution DLC for Fallout4 for free.
