Are you using a dx11 launch option?  If so, remove it.

You would've had to add it yourself, so if you don't know about it perhaps its not the issue.

I am under the impression yours may have -force-d3d11 listed in that area.  Delete it, click OK, and proceed to step 4.

The reason I suggest it is someone on the steam forums had the same exact issue, and solved it by removing the dx11force option.   Did it work for you?

 

 

Edit:  I've seen you on the forums quite a bit since posting this, yet you have not come back.  I presume your problem is fixed?
