Flags fall down

This is not (yet) a Technical Support question.

Has anyone else noticed that flags can fall down?  You place them, go away and, sometimes, when you return, they are sagging, swaying and then they gently fall down.

This is not a case of a side-swipe by a clumsy rover driver, nor jet blast from a departing cargo plane.  They just seem to occasionally fall down by themselves.

I mainly want to know for starters whether anyone else has observed this and puzzled about it.  Better yet, if anyone knows some mysterious cause/cure.  (Not a big deal, though.)

They've definitely done that in the past, especially around a scene loading.  I haven't seen it in awhile.  What version are you seeing it in?

Here are two entries in the bugtracker for the flags falling down issue from 2 years and one year ago, from the 1.1.x era.  Both only ever got to 10% completion.  Must not be a development priority?

I once had a flag fall, roll and then EXPLODE. (It was a version change, so that could be expected.)

Considering flags are considered as parts with 0 mass, I'm honestly surprised they don't do weird stuff more often.
