As @TheSaint mentions above. It's called wooden crane mounted "block and tackle". It could be powered by manpower or horse / mule.

The statue was indeed assembled on site, but for interest's sake, cranes are not strictly necessary for this kind of thing.

Which in turn allows to deliver its replica into orbit and assemble there.

The entire thing is hollow, they don't need that much power.
