How to set the initial state of the vessel

There's definitely a menu option to adjust the velocity (speed and direction) of spacecraft at any location.

  • Choose the Direction (Prograde, Normal, Radial, North, East, Up - use negative Speed values if you want Retrograde, Antinormal, Antiradial, South, West, Down)

What exactly are you trying to do with your spacecraft? Setting it on a specific orbit?

for example ,in a coordinate Coordinate System ,vector speed V is composed of Vx,Vy,Vz. If you want set a vector V, you should set Vx,Vy,Vz at the sme time.

Hyperedit just set one direction during an "apply"

That's because the stock game itself doesn't support arbitrary velocity vectors. Even if you could specify them, orbital mechanics immediately override them anyway.

Couldn't you even do it in the F12 menu? Define the orbit and parameters like velocity & direction of travel will be determined by your orbit and the body you're orbiting...

(actually this might be what @Sharpy said above, more precisely, when he mentioned Keplerian elements)  :/
