Call around to libraries and local colleges.  A lot of them have printers available for pubic use.  One of my local library systems, you just pay for the filament, and your library card gets you the time.

I've already checked out the libraries, nada.
I've developed a design with copper fittings that would be a good step in the door, abiet extremely crude and not optimized in any way, shape or form

You probably want to find somebody with a CNC machine (I'm guessing colleges, especially any with a mechanical engineering program would be a good bet).  The other idea would be to find a way to use the 3d-printed material as the basis for casting (either as a "lost epoxy" system, or a mold for a "lost wax" positive.  I suspect "lost epoxy" doesn't work or it would be a lot more popular).

If you're making more than a couple of them, then yeah, but the setup process for CNC results in a completed item anyways, so if all you can find is a skilled guy with a manual lathe, you'll be set too.   Might even be quicker.
