low fps near base?

my mun base has very low fps, any idea how to improve this? i litterally built this computer just to play this game withought the fps problem i had on my last system, and it seems exactly the same.

ive tried removing visual mods, and changing all settings to their lowest and it makes no difference, the debug console is constantly spitting an error of some sort and i have no idea how to wrap my head around that, but i assumed thats the problem?

thought it was avc, after updating avc the errors in debug go away, but now my title screen looks like this, and my fps is still crap.
