Hmm maybe you could put a ladder in the inside wall of the'' balcony'' and let him grab, or a small object he can grab and kinda pretend he is standing still by looking him from outside the ''balcony''.

Or i guess find something in the floor to keep glitch him and keep him in place.Havent really though about it
