how do I get planetary base systems to work

none of the parts are showing up an i don't know why

The mod should be installed in your gamedata folder.  If installed properly, you should have 3 folders from Planetary Bases Inc (CommunityCategoryKit, CommunityResourcePack & PlanetaryBaseInc), plus the Squad folder & if you have the DLC's the SquadExpansion folder, along with the KSPModFileLocalizer.dll file. 

There is an option to group parts into a separate category - if it's selected, all the base parts will be in a new category after utility parts.

When installing the mod, first extract the files to a folder.  Then, within that folder, as Cavscout said, will be the three folders.  Move the one named "PlanetaryBaseInc" into your main "Game Data" folder for the game, and you should be good to go.
