Where's the sun relative to the ship in the picture?  I find it difficult to tell but am guessing it's below the ship.  In which case, the panels are edge-on to the sun.  That would explain the zero sun exposure but no text saying what's blocking it.  Nothing is blocking it, the panels are just pointed the wrong way.

Your PAW there doesn't look standard.  I've never noticed a button to choose what body the panels track.  Are you using a mod or is that me just never noticing?  Having a choice of bodies for solar panels strikes me as a mod thing for systems with multiple stars.

Especially, from what I hear, that Kopernicus isn't yet ready for 1.7x
