Are electrical propeler planes usefull on Eve?

Are they usefull on Eve compared to rovers for visiting biomes and collecting sience? 

Or are they to slow and power hungry rovers work just as well?

If they works well does some has som crafts fot a small one who would work well

Yes!

Just this moment I'm waiting for a solar-powered plane to get to 10km+ altitude so that I can see if it has enough dV from there to get to Eve orbit.

Flying in Eve's souposphere is quite a bit easier than on Kerbin.

Edit: You won't break a Kerbin speed record, but you average rover doesn't manage the 100 m/s sound-speed on Eve.

Using is as an first stage is another option I did not think about. 
Think I will aim for an simple science gathering plane first as I have an reliable rocket. 

So this sounds good, now my problem is to get OSE_Workshop_Reworked to work in 1.73. 
It has lots of dependencies and I have to figure out who versions to use.

They are useful relative to rovers for the same reason aircraft are useful where there are no roads.  They are slow relative to jets, but in KSP can be solar powered which gives them flexibility that you will probably enjoy.  They can be tricky to hold together in flight, so when I made a sufficiently robust plane I put it at <kerbalx
