Electric charge not generating on unloaded vessels

I am running a modded install, including TAC LS.  The problem I am running into is that electric charge does not generate while a craft is unloaded (but does deplete), resulting in EC declining and kerbals dying.  The craft have solar panels and properly generate EC when loaded, but not when unloaded/inactive.

Any advice on potential mod conflicts, or anything to fix this?  Thanks!

You're likely better off asking in the TAC LS thread.

Stock KSP does not use EC when a craft is unloaded. The only powered things that work when a craft is unloaded in the stock game are relays, and they just work for free. ISRU looks like it works unloaded, but actually the game runs a little simulation whenever an ISRU part enters the physics bubble and catches the ISRU craft up to real time.

So, if you are depleting energy a mod is doing it, and it seems pretty likely that the mod doing it is TAC LS.
