Is there a mod that lets Kerbals on EVA use the lander as a relay?

In 1.0.5 I could take a Kerbal on EVA, do an EVA report, and send it without getting back in the pod.  As long as I was within range (5km, IIRC) I could use the pod as a relay.

Is there a mod that allows the same thing in 1.7.3?
