Editor Scroll Wheel Not Working

I looked around and could not find similar issues or solutions.

 

When, I am in the editor, I often use the zoom and shift+zoom functions.  Yesterday, this stopped working properly, and the scroll wheel is unable to manipulate the camera controls in the editor.  The scroll wheel works on dialog screens and even in the editor parts list.  I checked my control scheme and it is set up properly (I just updated my game to 1.7.3).  It is not a hardware problem because my mouse works on external applications and within other parts of KSP itself.

 

EDIT: I have also determined the scroll wheel zoom does not work in-flight, but it does work for scrolling the staging panel.
