Impossible to empty stock fuel tanks before launch?

To be honest, I haven't tried in years, but even with advanced tweakables, I can't set fuel level of some tanks while in the VAB and building a craft.
ie: Noticed it on Jumbo-64 tank and a couple others

It still works for Xenon and Monoprop tanks, I can even take out the electricity of Probes and batteries...
What is going on here?  Any way to tweak it without installing a mod ?

Sounds like a bug, but it's the first time I hear about it. Personally I am still playing an older version and never had anything like you describe... I was contemplating 1.8.1 but a bug like this would be a showstopper for me. Lets see what others have to say.

Did you try a clean fresh install with no mods? I guess you did, as you are a veteran player too.

I did this earlier today in my "actual stock" install (I call it "actual stock" which means there are only a half dozen mods installed . As opposed to "stock" which has maybe a dozen mods installed). I did it with the Jumbo 64 actually, and it worked just fine with no issues.

I've also done it with most every version for years and had no issues with it.

I expect you've got a very specific bug or a mod playing havoc with your files.

I had a hunch it was caused by one, tho I fail to see what.
Oh well. Time to remove one by one until I can find which one it is... I have a pretty good idea it's the Cryogenic Engines for whatever reason.

Yup it was the Cryogenic engines.
No idea why, but it's been fixed.

Obviously, the propellant couldn't be pumped out because it was frozen!

Oh, wait, not that kind of cryogenic engines?
