[Bug?] Canard cannot control planes

I think I found a bug related with canard.

Left : 1.7.3, powerful canard, 118 m/s.  Right : 1.8.1, weak canard, 165 m/s

 

this two planes are almost same plane. raw picture and .crafts are here.

The problem is this : canard is nerfed too hard. 

is it intended? or bug/mishap?

Your craft flies exactly the same for me (successfully) in my copies of KSP 1.7.3 and 1.8.1.2694.

It looks like something went wrong with your KSP 1.8.1.  My first guess is the contents of Physics.cfg are wrong.  You can rename that file to Physics.txt, so that KSP re-generates the correct Physics.cfg on the next startup.
