Maybe because there's been several sales where the original game has been sold very cheap?

Well, they won't make any DLC sales if people don't own the base game.   The game has been out for a while, so keeping it at the high price point all the time doesn't generate a lot of sales, so they throw it out there on a discount from time to time to sell more.   Then people will be more encouraged to buy the DLC's.

Some printers are cheaper than their cartridges.
But rather than a printer without a cartridge, one still can use KSP without DLC.

As well, we can compare the prices of Windows (a platform) and Photoshop or AutoCAD (software for it).

Steam sets the prices for Steam sales. You'd have to ask them why.
