Are you asking how to launch into a polar orbit, or how to use the cheat menu to get into a polar orbit?

If you want to launch yourself, then - as @Vanamonde said - just launch due north or due south. If your goal is to use the M700 Survey Scanner then I don't think you'll need to correct for the eastward momentum you get from Kerbin's rotation, the scanner isn't so finicky.

If you want to cheat, then set the "Inclination" value in the cheat menu to 90 degrees.

Is it really that hard to blast off at a polar orbit? It's basically your average everyday launch, only you lean towards the north/south instead of the east when making your initial apoapsis.

  • East is your garden-variety prograde launch
  • West is retrograde; going the opposite of Kerbin's rotation.
    • It's "backwards," hence the term "retro" grade.

 

Does that answer your question? And yes, like @AHHans said, you can set your inclination to 90 degrees in the debug menu if you're going to cheat.

Once you're close to polar, you can do low throttle burns at AN or DN (basically when you cross the equator, target the Mun to easily see them) to fine tune your inclination, using the stock orbital info, Mechjeb, or KER to see your inclination. Alternatively, you can use Mechjeb's maneuver planner to create and execute a node for a perfect 90 degree inclination.

The stock scanners allows some deviation from perfectly polar, though Between 88 and 92 degrees should work for scanning.
