What is the relationship between the air intake number and the jet engine air number?

The wheesley engine has a air in take of 29 but runs fine on a ramp intake that has only 2. 

Think it depend radically on speed and attitude, know I can run an rapier on 2 shock cone intakes. but then I made an panther based tail lander I needed some of the radial ramp intakes on top to get enough air as I would need twr higher than 1 to take off.

Now the wheesley surprised me as its looks like an very air hungry engine, are you getting 120 kn with the brakes on? One problem with too little air is that you can get flareout of one engine.
