PartUpgrades needs to acknowledge Localization [Fixed in KSP 1.11]

I know a few great mods, and their makers, who make ample use of the under-developed part upgrade system.

Given the case, it's worth pointing out that the upgrade system (a forgotten feature in @SQUAD 's eyes) doesn't acknowledge localization which is quite a bother. I'm not asking for any focus to be turned towards building it up...I'm only asking for this.

Some large mods that use this system:

• B9 Part Switch (expands on this system's abilities)
• Bluedog Design Bureau
• OPT Spaceplane
• Wild Blue Industries (suite)

I thought it was something with my install that broke the default part upgrades.  Have you submitted a bug ticket for that?  I hadn't seen anything related, but can submit one if you haven't.

@hemeac No I haven't made a support ticket. Be my guest. The issue is simply: The upgrade system existed long before localization did, and wasn't updated to understand it.

I wonder if a post module manager process could actually go through the entire module manager. config cache and do all the localization changes at that time
