Actually, let's go the opposite direction with that. Since the challenge was based in 1.10, when it didn't matter. Let's say that the seats DO NOT have to be filled (other than pilot). It'll also simplify loading crew.

There is a certain problem with this in 1.11... In career, you need to hire the kerbals to go on a trip with you, even if they are not slave labour, that costs a tremendous amount of funds, far more than the craft itself...when you hire 20 kerbals, it already costs 400k for each of them...

since kerbals now do add mass when seated, I presumably that counts right?

There is no need to fill all of the seats. You can just hire a single pilot for the mission. You can subtract the cost of hiring the pilot from the launch cost because this challenge was made in 1.10. I understand Jeb will add 45KG, there isn't much I can do to offset that. You can use the small probe core if you want but that is 40KG. If you do that, you can subtract its cost.
