Many Kerbals have wondered if Minmus is actually made of icecream. Not satisfied with surface samples, they demand to taste Minmus for themselves.

Send as many Kerbals as you can on a one-way trip to  the surface of Minmus as cheaply as possible on an expendible rocket so that they may taste the tiny mint-colored moon's delicious flavor.

The formula is quite simple. Divide the editor cost of your rocket by the number of Kerbals it can send to the surface of Minmus. Lower is better.

No lawn chairs. No EVA pack. All Kerbals must be in a cockpit or passenger cabin of some sort. Also no glitch-powered reactionless propulsion. Oh, and please don't clip cabins together to an unreasonable extent.
