To avoid feeling like I'm cheating, I have a "simulation" sandbox save where I use stuff like F12 to teleport craft to places for testing, then when I feel I have a design ready for actual use I copy it over to my "real" campaign save and fly the mission.  Or you can keep playing your way. It's just a suggestion. :)

I do basically the same thing. Something I learned recently that saved me a lot of time was that if you exit to the main menu you can open up your saves folder and copy craft across without having to restart the game.

It works for your version, and also for 1.11!

 

I suggest using TweakScale too! It scales (almost) everything! (excluding mod parts), making your Kerbal rocketry easier.
