EVA Construction Mode not popping up

I'm playing in science mode and there is no EVA Construction mode button and pressing I doesn't work either. I'm not sure if I need to have something researched first. I am kind of new to the game.

I am not sure, but it MIGHT be disabled in anything but Career.  You can try doing a test. Start a second game in Career and try using it on the launch pad with a basic rocket. You can always delete that game later.

It works in sandbox, I've tried it.

Is your Kerbal an Engineer?

EDIT:

As the Correct Answer, I should probably elaborate.

Only an Engineer Kerbal can evoke EVA Construction Mode with the I key (default).
