Axis controls not working

The axis controls  do not work at all on my computer. I set the controls, make something that uses an axis in the actions, and nothing happens. Is anyone else having this issue? I am using KSP 1.11 and I am using a Saitek X52 Pro H.O.T.A.S joystick.

@Opteryx, I moved your questions to unmodded support, because it looks like mods are not involved. Let me know if I got this wrong

I am using 24 mods, including ones for 1.8, any one of them could be causing it. I never tried it unmodded so I really don't know if it is the mods or not.
