Kerbal Spacesuit Colors

You need the Breaking Ground DLC 
In the VAB when constructing a rocket, look at the top-left corner of the screen. There will be 3-5 blue buttons, one of them lets you select which Kerbal (astronaut) will sit in which seat.
Click on the little cloths hanger on their icon, it should swap the suit they are wearing. (The 3rd type, the Breaking Ground suits have colored lights)

After this, you can launch the rocket, and then make a Kerbal go EVA (by clicking the EVA button on their portrait, bottom-right side of screen).
When a kerbal is outside, just right-click on them, and you should be able to choose colors.

* There might be a way to choose colors in the VAB already, i haven't tried
* The 3 suits look different, but I don't think you can change fabric colors without installing mods

In the astronaut complex you can alter some of the suit colouring by clicking on the coat hanger icon in the kerbal's picture. A window will pop up alowing you to alter the suit types and change the colours on the future suits.

If you want to change the colours in a more extensive way, you need a mode like Texture Replacer  and either downloading a suit package or create your own.

either in VAB or astronaut complex you can see a little hanger before their name click it and you can choose among 3 different uniforms and colors
Note default astronauts like Jeb, Val etc cannot change uniforms because they are veterans. But you can edit your game save and change veteran to false.
