Why is the landing gear not stiff as it should be? At the moment of landing he began to dance, I tried to land in minimus and due to its low gravity I almost went into orbit again.

Most wheels have springs to soften impacts. However the default settings on the springs are often less than ideal, especially if you're travelling from the surface of one planet to another. You can manually adjust the spring settings for the wheel in the Part Action Window, only if you've already enabled Advanced Tweakables in the settings.
