What happens when kerbal crashTolerance and splatSpeed are set to different values?

Kerbals have two different parameters in their config that both seem to have something to do with death/poofing, the normal crashTolerance value and a separate 'splatSpeed' value in the kerbalEVA module. What do these different things do, and if both are set to different values, which one determines if a kerbal is dead? If I set the splatSpeed lower than the crash tolerance, does that leave an unpoofed 'corpse', or will they still poof?
