Change Base and station contracts to not waste time, along with making bases and stations more useful

Currently, the contracts to send a station or base say it must be entirely new, even if I already have a base stuck on that EXACT BODY that has EVERYTHING that the contract requires, I am forced to send a new one, what if instead, they would ask for you to send up specific kerbals and keep them there for a bit(basically, lease it from you) and then you need to bring them back later, if the base does not have the required facilities, they will ask for you to add them, then, send a contract to lease it from you.

Obviously, there will still be contracts to expand them, but they will not ask you to build a whole new station  or base, instead, it will ask you to either build one(if there is none there already) or expand a existing one, or send specific kerbals up to the station for x time that need to return to kerbin to complete the contract and get you paid, this will mean that stations have long term value, since they can provide a continual revenue source simply from keeping a crew up there for a period of time.

Stations, even after this update, will still be kinda still be useless, so another thing that should be added is a way to transmit science between vessels(if they have a relay antenna) with no data loss, then, you can process it on your station using science labs back in cozy kerbin orbit to get more data out of it, it also gives stations more long term value, making them a important asset that everyone playing science or career mode will construct at least in LKO, since even without labs, a station in LKO will allow you to go up and recover the data, getting more science out of it.
