Mk12-R Radial-Mount Drogue Chute minimum pressure different while in the VAB and in flight.

I was making a Duna Lander and during testing I noticed that the parachutes didn't deploy early enough. This led to me eventually adjusting the minimum pressure to ".01" as I had staged the chutes, the staging icon indicated it was safe, and the chutes did not deploy until immediately after I adjusted the pressure. After landing and reverting to VAB, I tried to adjust the min press to .01 and it bottomed out at .02.  I launched the lander and while on the pad, I was able to adjust the min press down to ".01" again. 

I don't  know if its a feature or a bug. I just feel it's weird to be able to adjust the pressure to the value below the lowest value allowed in the VAB.
