Is there a way to prevent "Ground Anchor Jumping" upon reloading the vessel?

If this does belong in S&S, then I have a few questions for you.    More than a few.

Little experience with ground anchors, but know that if you mix ISRU with landing legs the ship will jump then you load it as its mass has changed. Here its better to use stuff like modular girder segments as legs. 
Yes they don't protect the ship as well from an rough landing but you can combine them with landing legs, just retract the legs after landing.

What is "ground anchors jumping"?  Is it where when an anchored vessel goes out and back into physics range, the ground anchor magically hovers a metre or two above the ground?
