Anyone know what might cause this? is it planetshine?

Have you tried removing planetshine to see if the problem goes away?  I've not seen that behavior with planetshine in my testing and development.  Please provide a log file, so I can see what you have installed and their versions.

I know incorrectly masked/layered parts with lights do that, as well.
I would try Papa_Joe's suggestion above. If it still happens w/o PlanetShine, you may have to look at mods that affect lights on parts, or mods that have parts with lights.

You might be able to test your craft, by turning off the Lights group, so ALL lights are off... Then manually turn on lights for each & every part that has them.
