Bug Crew missing after craft recovery

After recovering a craft, the crew that was onboard is no longer available.
I can reproduce this in a new game, with a craft consisting of a single pod being recovered from the launchpad.

Edit:

This happens for kerbals in crafts, as well as individual kerbals.
It doesn't matter if I use the tracking station or the ESC menu.

Looking around KSC there seems to be a building that looks like the astronaut complex from KSP 1 next to the tracking station.
So far it does not seem to be selectable, maybe it will become functional in one of the later stages of EA?

Something I've noticed is that Kerbal's seem to come back after a time, almost as if there is a queue that needs to be run down before the kerbals show up again.

Example, I put Jeb/Bill/Bob in the stock bulldog rover and drove around KSC before recovering the craft. Kerbals were recovered but not available for selection in the VAB again. Ran a few more missions with the other kerbals in the astronaut selector menu and then Jeb/Bill/Bob should up at the bottom again.

Doesn't help drive to the root cause, but would be curious if other people see this happening as well. Agree that an astronaut complex would be a much better way to track where Kerbals are.

I think whats going on (guessing) is that the Kerbals count is locked at 10, and the game makes a new kerbal the minute you recover a vessel in the game.  Pushing the kerbal you just brought back out of the list.  

You can kinda cheat it, but its annoying as hell, by building just a pod (3 kerbals seats) filling it and launching it.. Than recover your pod.  It should reset the names again, and possibly bringing back your lost kerbal.

Pretty much just proved it by testing it.  Its locked at 10, but if you say use the MK3-5  cockpit and click on the kerbals really fast you can kinda break the max 10 kerbals and they will show up again.

Interestingly if your kerbal is dead, he stays dead.  I would have to check save game file to see if its referenced like in KSP 1.
