After loading a save, swapping to the tracking station causes space ship and kerbals to launch out of the solar system

This has happened to me every time I  load a save and go to the tracking center. I had Kerbals launched from the Mun surface when I tried to rescue them.
It only seems to happen when the Target is not in focus and only when controlling something else or being at KSC
