@cartman are you still around? (he hasn't logged in for a while but some ppl have notifications setup)

This mod still handles fixed camera positions in the best way, allowing you to set the camera relative to another object so that if you move the craft you're controlling the camera stays put. Even with CameraTools' fixed camera it still moves around if the vessel moves

Are you sure you have installed it correctly? You should have something like KSP/GameData/KerbCam/KerbCam.dll (and 2 more files)

The kerbcam.dll and those 2 other files. Can you leave a folder with these 2 stuff please?

That's interesting as I had already tried that download, and was having the same problem as someone else in the thread you linked to i.e. the Kerbcam button wasn't showing up.  However, to be thorough I thought I would give it another go and, lo and behold, it's now working.  Very strange.
