Is there are way to increase the efficiency of transmissions?

I was wondering, since the only way get 100% efficient science is to get the module back. is their some way to increase the efficiency from 20%, which is far too low for a science to payout to make not returning the craft not an option.

as long as you have electricity (ie. solar panels or RTG) you can transmit reports over and over and over again and get the same return as you would by returning the 1 report via landing and even more because you can repeat the same science missions (with diminishing returns). Its easier to retransmit the same science report 25 times than it is to send a spaceship and back 25 times.
