That's not a model, it's a special photography technique called tilt-shift. It basically makes real-world photos look like models.

It's basicly an guess about the future of space exploration. On page 4 it's about the Ion propulsion (which is qutie accurate). But the estimated costs of the Space shuttle program are wayyyyy off.
