What would you do to make NASA more efficient?

Institute a multi-decade plan and can't be changed or budget cut by the president or legislator without 2/3 house and senate and presidential approval... but that legally impossible. NASA achieve great things because (the moon landings) because it has two presidents (Kennedy and Johnson) backing its goal and all of the legislator, once the legislator change against it in 1968 with massive budget cuts and Nixon changed the goal (space shuttle) NASA was doom, Ever since then with practically every president the goals have been changed and the legislator has been relatively consistently against NASA.

As much as they would deserve a larger budget, it is interesting to see SpaceX developed an entire rocket from scratch for less money than one space shuttle launch.

I know. It kinda highlights the waste and inefficiancy of agoverment project compared to a private project.

Tell me about it. Personally, I think the future of space travel, both scientific and economic, lies with the private sector - a university or other research agency (or some coalition of such) builds a science package, then contracts with a private launch supplier to put their package (be it a rover, probe, whatever) in orbit/on whatever trajectory they want. Even NASA is slowly switching to this model (CCDev is the best example, I SUSPECT that the rest of their payloads will follow by 2030, except for the VERY largest).
