I'm looking for a mod that allowed you to program your sepratrons during landing to bring your velocity down to a specific speed at a specific height. This is a mirror of the rockets on the Soyuz capsule that brings its velocity down right before landing.

This mod exists, I've seen it. I just cant locate it.

I think you can do this with kOS. You'll essentially get a lua-like programmable interface with which you can write a program that the spacecraft will carry out.
