Limiting science gain via ModuleManager config.

It seems to be working fine. Also be aware that flying low and in space low values aren't actually used. But someone could easily implement them with a mod (if they don't already) so I left them in.

Sweet. I put a link to you in the first post, as the two of these together make science gains completely configurable.

Great thread guys. I`ve wanted to `fix` the science output for a while now to make the game more interesting without going the full BTSM route.

Combined with MCE to increase part costs this should be a good stopgap until we can edit trees again in 0.24.2 64
