Nearby Ships Rotating

When performing rendezvous between 2 ships, I've been noticing that the rotation controls apply to both ships. This means that, when I try to rotate ship A, ship B also rotates, making docking almost impossible unless I disable reaction wheels on one of the ships. This also happens when on EVA; rotating the kerbal with WSAD causes the ship to rotate as well. Does anyone have any idea what is causing this and how I can fix it?

I had this problem maybe twice. I have no solution, but I can say that the problem was gone after i restarted the game. I dont remember the version i had maybe 0.22 or 0.23 and I had only installed KW Rocketry at that time.
