Do any of these Life Support mods (or others not listed) allow for me to add my own custom resources into the life support mix with a config file?

I would say you could with a couple of them take a look at this mod

USI-LS is configured through MM patches, so if you're comfortable writing patches there's no reason you can't rewrite it's configs to do whatever you want. I'm not familiar with the others, but I'd think they were be similar.
