    I've had this bug for a while now, it's super annoying. Hope it ends up on the KERB & gets fixed soon.

    As a potential workaround to any affected by this bug, I rebooted the game and found my orbital line back. (If all else fails, you could attempt the old save-editing trick)

    I made a new save in 1.4 and also experienced this issue after loading a quick save.
