If I decline a contract..

.. will it reoffer to me later?

For example atm I have the contract on offer to land on the mun, but I don't ready to attempt this yet, and it will expire in 3 hours. If I decline it, or let it run out, will it reoffered? Its kind of a big contract, and I would hope not to lose it, simply because its offered long before I am capable of completing it

with those Deadline Never: probably not as they seem pre-defined.

everything else: probably yes as they're randomly generated anyway.

Actually I don't think you can decline those "World's First" contracts (the button shouldn't be enabled), but from what I've seen, they're usually offered again later after they expire.

If you're worried about it and have room for it, just accept it. You should then have a couple of years game time to actually complete it. It will only be a problem if you still have the first level mission control, with the two active contract limit.

Incidentally, this is usually why the first facility I upgrade is mission control. Nice to have some breathing room for taking more contracts. Also, maneuver nodes!
